Indonesia’s automotive industry performed well amid the global downturn in 2008 to register sales growth of 39.3% to 603,774 units and become the second-largest vehicle market in the ASEAN region. However, BMI’s recently published Indonesia Automotives Report highlights the factors against such a performance being repeated in 2009. Sales in 2008, according to the Association of Indonesian Automotive Manufacturers (Gaikindo) chairman Bambang Trisulo, were largely bolstered by lower interest rates and vehicle taxes. However, increases in both towards the end of 2008 have created a slowdown likely to continue through the current year. Strong sales in the multi-purpose vehicle (MPV) and commercial vehicle segments also contributed to last year’s growth, as did higher consumer spending in areas outside Jakarta. Consumer confidence is also expected to be lower this year, which will affect sales for 2009.
Although BMI forecasts a decline in vehicles sales of 20% in 2009, this is slightly more optimistic than some industry projections. Our forecasts are based on our view that the Indonesian economy will be one of the region’s better performers. Moreover, the government’s stimulus package is designed to support consumer confidence, and providing it is effectively managed and disbursed, we believe it will see some success. Our outlook for the rest of the five-year forecast is reasonably upbeat, as our core view for the Indonesian automotive industry is one of good potential and scope for expansion. Indeed, by 2012 we expect the industry to be challenging Thailand for regional leadership.
As the region’s largest passenger car market already, Indonesia will always have an appeal for investors. This is supported but the market’s seventh place in BMI’s Business Environment Ratings for the automotive industry in the Asia Pacific region, with a score of 56.2 out of a possible 100. Low labour costs and a competitive environment with room for new players increase Indonesia’s attractiveness, as do its recently upgraded regulations on intellectual property rights (IPRs), which boost its regulatory environment rating. The country’s risks to realisation of returns act as a hindrance however, with low scores for corruption, bureaucracy and the legal framework.
Although the market has attracted major carmakers, the competitive landscape is largely dominated by Japanese brands and there is room to diversify. Toyota still controls the market with a 34% share of sales in 2008, although Suzuki fell from third to fourth after being overtaken by mini-car specialist Daihatsu. However, there is scope for a shake-up if General Motors begins its local production project. The US firm announced plans in 2008 to use the market as a regional production base for the ASEAN markets, although the project has not yet been finalised.
