Executive Summary

According to recent estimates from the Polish automotive association, Samar, new vehicle registrations increased by 11.1% year-on-year (y-o-y) in December, taking the number of registrations in the year as a whole to 320,040, up by 9.2% y-o-y. Similarly, demand for used cars in Poland also grew by close to 11%, to 1,103,970 units in 2008.

Samar estimates that new vehicle registrations reached 29,654 units in December, up 11.1% y-o-y despite the overall fall in vehicle demand across Europe. The growth is attributed to the aggressive sales incentives offered by local dealers, aimed at avoiding inventory accumulation in Poland. Poland was also anticipating a hike in excise duty on cars with engines over 2 litres from January 1 2009, which forced potential customers to make early purchases to avoid paying higher duties. Additionally, some industry experts also claim that prices for new cars were at relatively low levels during the final months of 2008. However, these are expected to rise in 2009 as the zloty begins to weaken against the euro.

However, the global economic crisis is being felt by the market and automotive manufacturers have begun to downscale production in response to worsening export demand from Western European markets. US manufacturer General Motors (GM) and Japan’s Toyota Motor have recently announced their plans to operate below full capacity in their Polish plants.

General Motors Poland (GM Poland)’s factory manager at Gliwice, Tony Francavilla, revealed that demand for the company’s Zafira model, the factory’s main product, fell by nearly 30% in 2008 due to the financial crisis. As such, the production at the plant will be reduced from three shifts a day to two in January and plans to cut costs have also been chalked out under which the factory has begun laying off its contract workers. The factory, which also produces Opel cars, was idled temporarily in October 2008, followed by a series of further production halts.

Similarly, Toyota Poland’s manager at the company’s plant in Jelcz-Laskowice, Grzegorz Gorski, revealed that in 2008 the factory is unlikely to reach the level of 172,000 car engines produced in 2007. The management had reduced one shift in September 2008. However, due to slackening demand, the plant continues to work on reduced capacity and Gorski hinted that a return to full capacity was unlikely ‘in the near future’.
