In 2008, car buyers were postponing purchases in anticipation of government subsidies, according to local carmakers. The companies cited this as the reason behind a 44% year-on-year (y-o-y) drop in sales in November to 13,039 units, the lowest figure for 22 years. They had been expecting sales of around 17,000 units for the month. In 2008, new car registrations fell by 30% y-o-y to 229,495 units.
In January, the Taiwanese legislature approved a reduction in commodity tax by TWD30,000 (US$909) on locally-produced and imported cars (with engine sizes of less than 2000cc) and TWD4,000 (US$121) on powered two-wheelers. The tax cuts are applicable throughout 2009 and are expected to encourage the sale of new cars and motorbikes. Vehicle sales for the whole of January, therefore, bucked the global trend – and in some style, rising by 25.9% month-on-month (m-o-m). This came in a context where some countries around the world were recording drops in car sales of 40% y-o-y in 2M09.
However, given that our macroeconomic team forecasts that Taiwan’s economy will contract in real terms in 2009, it appears unlikely that the significant recent bounce in car sales will be sustained across the full year.
Indeed, for 2009 as a whole, we predict that vehicle sales will be flat compared with 2008. Assuming that an economic recovery occurs in 2010, we predict that growth in vehicle sales will finally return at a rate of 4% y-o-y.
Taken together, production in Taiwan’s car assembly and auto parts industry fell by an estimated 8% to US$8.4bn for 2008 as a whole, according to the state-funded Industry & Technology Intelligence Services of the Industrial Economics & Knowledge Centre (IEK-ITIS). Production across the two sectors declined by 14.7% y-o-y to US$2.6bn in Q4 2008, underscoring the impact of the worsening global economic downturn later in the year.
However, given that around 80% of vehicles produced in Taiwan end up being sold on the domestic market (of the 230,000 new vehicles registered in Taiwan in 2008, 187,000 were produced locally, according to IEKITIS), production this year appears unlikely to register quite such a poor performance as in 2008. We predict that production of completely built units (CBUs) will fall by 2% in 2009 compared with largely flat growth in local sales (and an estimated 8% drop in CBU production in 2008).
Vehicle production in Taiwan should return to a positive growth trajectory in 2010, assuming that the global economy moves out of recession and onto a moderate growth path.
