Executive Summary

The Venezuelan automotive market is in a state of collapse, which is having a profound effect on domestic manufacturing. There are likely to be a number of factors which will weigh on vehicle demand as well as production in Venezuela this year.

According to estimates from the Venezuelan automotive manufacturers association Cavenez, new vehicle sales dropped 44.8% year-on-year (y-o-y) to 271,622 units in 2008, which has in turn been followed by more than a 38% y-o-y decline, to 49,264 units, in the first quarter of 2009. The Venezuelan government has remained firm on its stance restricting vehicle imports in Venezuela, which has resulted in a 66.2% y-o-y drop in demand for imported vehicles to 15,778 units in Q109. While the import restriction itself will keep demand for such vehicles low this year, BMI’s forecast of a 10.0% contraction in economic activity, coupled by potential official bolivar devaluation, will seriously curtail consumers’ purchasing power this year. We forecast new vehicle sales to fall by close to 40% y-o-y to nearly 160,600 units in 2009, followed by a drop to around 153,800 units in the next year. We expect the market to grow rapidly thereafter, but sales are unlikely to recover to the 2007 level until the end of our forecast period in 2013.

Meanwhile, the import restrictions have done little to bring any significant increase in domestic production. Instead, vehicle production is estimated to have fallen by close to 22%, to an estimated 127,142 units last year amidst ongoing labour disputes, uncertainty about domestic demand and problems with the allocation of dollars to carmakers. With the first two months’ levels standing only 1.3% higher, at 20,562 units, BMI forecast year-end levels to reach only 98,900 units this year. Nevertheless, a rapid increase in production, mainly led by growing local demand should take vehicle production to more than 190,500 units by 2013.

Venezuela’s largest carmaker General Motors (GM) has threatened to withdraw production from the country if the difficult operating environment continues to affect its local operations. Moreover, the current Chávez government’s protective policy means that Venezuela continues to rank fifth in BMI’s Business Environment Ratings for Latin America.

The carmaker reported significant sales losses, although extending its lead on the market last year. According to Cavenez data, GM sold 90,118 units last year, down by 33.18% on 2007. Ford Motor’s sales fell by 15.7% y-o-y to 42,690 units, while Toyota Motor sold 38,696 units, down by 35.8% y-o-y. Venezuela’s fourth-biggest carmaker by sales, MMC Automotriz, registered sales of 22,422 units, a decrease of 30.4% on 2007.
