A return to the days of prohibitively high car prices in Vietnam could be on the cards, according to BMI’s recently published Vietnam Automotives Report, after rising vehicle ownership tax and import tariffs affected sales for the latter months of 2008. After the vehicle ownership tax was doubled from 5% to 10%, the Vietnam Automobile Manufacturers Association (VAMA) reported that average sales for the last four months of the year dropped by around half compared to the first eight months. However, sales of domestically produced vehicles still finished the year up by around 49% year-on-year (y-o-y) to over 110,000 units. Imports followed suit, with the value of imported vehicles as completely built units (CBUs) topping US$1bn in 2008 despite a hike in import tariffs, while in volume terms imports reached 50,400 units.
The consensus points to a tough first half of 2009, and while BMI still expects some growth in the market over the year, our forecast is for growth to slow considerably. We expect sales of domestically produced vehicles to rise by no more than 5.5%, while import growth is also expected to fall dramatically as a result of the higher taxes. Production growth will also slow as manufacturers have reported plans to reduce production in line with slowing sales. There is still fresh investment in Vietnam, however, as a subsidiary of Japanese component manufacturer Denso Corporation plans to set up a new company named Hamaden Vietnam with an initial investment of JPY2.2bn (US$21.2mn).
Indeed, Vietnam remains an example of a market that BMI considers to be on the rise, which is reflected in our Business Environment Ratings for the automotive industry in the Asia Pacific region. The newly liberated autos market has witnessed stellar growth, and with an above-average rating for its potential over the next five years, sales growth should be maintained despite a slowdown in the latter months of 2008. The high score for Vietnam’s competitive landscape reflects its newfound freedom following an earlier reduction of tariffs on imported vehicles, while the regulatory environment also scores highly thanks to new environmentally focused legislation aimed at removing older trucks from the roads. Vietnam is a country we would expect to see climb the ratings in the future; currently it lies in 10th place, with a rating of 47.3 out of a possible 100.
The market certainly attracts major manufacturers, most of which posted positive sales growth in 2008. Toyota was still the most popular brand, with sales of 24,421 units and a market share of 22%. This was a 21% increase on the 20,113 units sold in 2007. The strongest sales performance of 2008 came from Hyundai representative Vinamotor, with sales up by more than 280%.
