Diversification Progress Fledgling

Political stability is not threatened, and the Botswana Democratic Party (BDP), which has ruled since independence in 1966, is on track for another victory at the general election in 2009. It is currently preparing for a leadership transition, though with President Festus Mogae due to handover state house to Vice President Ian Khama early next year. Mogae's early departure follows a familiar BDP pattern, which it is claimed is intended to allow the heir-apparent time to consolidate his credentials with the public. The mainstream political opposition remains divided, despite numerous attempts to come together, but if it can overcome petty differences it could make considerable parliamentary gains in 2009.

BMI believes that there is a pressing need for constitutional reform. Elections are conducted fairly, but the current dispensation stacks the odds heavily in the BDP's favour. One of the most needed changes is the introduction of some form of proportional representation: recent electoral outcomes have not given the opposition anywhere near the number of parliamentary seats commensurate with its share of the popular vote. However, the BDP is reluctant to give up its inherent advantages, so the prospect of any significant reform is remote in the foreseeable future.

The overall macroeconomic forecast scenario remains extremely robust for 2008, with another year of healthy GDP growth and sizeable budget and external current account surpluses predicted. Inflation is showing signs of moderating (it stood at 7.2% y-o-y in August) but the behaviour of prices in Botswana is heavily influenced by exogenous factors, which makes precise forecasting difficult. Perhaps most importantly, there are indications that years of efforts to find alternative engines of growth other than gems are starting to pay off. FDI interest in non-diamond mining has intensified, with resources such as coal, copper, and silver holding out promising prospects. Financial services are also doing well, and tourism is increasingly a focal point, but there are unresolved concerns about how the preservation of the country's fragile ecology and increased visitor numbers can be reconciled.

The exchange rate is behaving much as hoped under the managed 'crawling peg' regime instituted by the authorities in May 2005, which was introduced to gradually and consistently make adjustments needed because of inflation rate differentials, without having to resort to the disruptive large 'step' devaluations of the past. So far in 2007 the pula has appreciated against the dollar but depreciated against the rand, which unfortunately is directly opposite to the ideal situation. Most of the country's exports are priced in greenbacks, while Botswana is overwhelming dependent on South Africa for its imports, so a weaker pula against the rand makes these more expensive in local currency terms, with obvious inflationary implications.
