Foreign Policy Challenges Ahead

H108 is likely to be one of the most challenging periods for Slovenian foreign policy since independence. It is due to take over the rotating presidency of the EU, and to be thrust into the centre of many of the bloc's most pressing political and geopolitical questions. From the accession prospects of the Western Balkan states, through to the Kosovo question, reform of the Common Agricultural Policy, and maybe even the EU Reform Treaty, the Slovenian government is going to have to tread carefully in order to stay on good terms with all of its European partners.

The first round of the Slovenian presidential elections in October 2007 resulted in a victory for centre-right former Prime Minister Lojze Peterle. He scored 28.5% against 24.5% for Danilo Turk, a centre-left politician. However, this result will be a huge disappointment for the centre-right coalition government. Opinion polls had put Peterle on over 40%, and the combined left-wing vote was higher than anticipated. Third placed centre-left candidate Mitja Gaspari took 24.2% of the vote, which when combined with Turk's vote should almost by itself take Turk to within striking distance of a majority.

Robust export growth is proving increasingly vital in sustaining strong economic growth. Exports increased by 13.6% year-on-year (y-o-y) in Q207, slightly lower than the 14.3% observed in Q107. Service exports reported the strongest growth rate of 18.8% y-o-y in Q207, compared to 12.5% y-o-y for goods exports. Exports of chemicals, machinery and transport equipment, as well as automobiles, have been the main driving constituents behind the strength of manufactured exports. The success of the export sector owes largely to the strong real growth experienced by Slovenia's main trading partners, as well as the country's accession to the eurozone.

BMI's business environment rankings have placed Slovenia sixth out of 29 within emerging Europe. The total score came in at 63.7, higher than Hungary and Slovakia, which scored 62.8 and 60.0, respectively. Aiding Slovenia's score are high quality institutions and its relatively more developed infrastructure, which placed Slovenia third in both cases. In need of more work are market openness and the level of government intervention. Greater openness to global investors will allow Slovenia to attract higher levels of FDI, which will further stimulate economic growth. In addition, reducing the level of interventionism and moving towards more free market policies would greatly improve the attractiveness of the Slovene economy.
