Key Insights On The Defence & Security Sector Of Central Asia

The newly released Q406 Central Asia Defence and Security Report assesses that the outlook for Central Asia remains relatively stable despite the presence of flashpoint issues, such the threat of narcotics trafficking and internal civil unrest. Another flashpoint issue to consider is the increasing competition over Central Asian energy and oil and gas reserves. Kazakhstan and Uzbekistan have sizeable uranium deposits, and Tajikistan also has the possibility of generating hydro-electric power. The power brokering over the region’s resources may lead to increased diplomatic tensions, not least because Russia and China are becoming more heavily involved region’s geopolitics.

The geo-strategic significance of the Central Asia region has led to an increase in defence expenditure in the region. Both Kyrgyzstan and Kazakhstan increased their defence budgets, largely to modernise their forces and support existing military personnel. Kyrgyzstan’s increase in military expenditure received significant support from Russia who provided US$3mn in military aid in 2005. Kazakhstan increased its 2006 defence expenditure to US$601.5mn (KZT81bn). The Central region as a whole received subsidised training of their officers from Russian via the Collective Security Treaty Organisation (CSTO). Subsidised training in 2005 totalled US$16mn and the funding is expected to continue in 2007.

Central Asia’s arms and defence systems does not have a significant presence in the international armed trade, with most Central Asian states relying on Russia for arms and defence systems. However, a wellestablished illegal arms trade route exists in the Central Asia region, with the supply and demand for arms emanating from on-going conflicts in Nepal, Kashmir, Sri Lanka and Afghanistan. It is estimated that 75mn firearms have found their way to conflicts in South Asia via the Central Asia region.
