During 2007 Ukraine continued to experience a political crisis that threatened to undermine the country's defence and security fundamentals. The confrontation between the forces loyal to the 'Orange Revolution' and President Viktor Yuschenko, on the one hand, and those aligned with the old order represented by Prime Minister Viktor Yanukovich on the other, was the dominant theme of the year. Within that broad split, there were other smaller factional rivalries and disputes being played out in a potentially very volatile picture. Support for Yuschenko remained strongest among Ukrainian speakers in the west of the country, predisposed to look towards Europe and the development of the market economy as the natural path for Ukraine's future. Support for Yanukovich remained strongest among Russian speakers in the east, for whom the alliance with Moscow and a centrally planned economy loomed large.

In May the two sides pitted police and interior ministry troop units against each other, brining the country to the brink of military conflict. However in subsequent negotiations the factions agreed to new parliamentary elections held at the end of September: after the vote, having resolved some of their internal squabbles the Orange parties looked set to muster a small majority for Yulia Tymoshenko to return to the role of Prime Minister. While there has been an improvement, BMI believes political instability is still a major concern going forward.

In terms of defence alliances, and reflecting its internal political divisions, Ukraine has oscillated in recent years between NATO on the one hand, and a close alliance with Russia on the other. By late 2007, reflecting the shifting internal political situation in the country, Ukraine was once more indicating its interest in eventual NATO membership. Officials at NATO headquarters in Brussels said they were waiting for a clear signal from Ukraine before any significant membership moves could be made. Ukrainian military expenditure patterns have remained fairly constant in recent years. In 2006, the Ukrainian Ministry of Defence announced that it would allocate UAH8.9bn in 2006 for defence, which accounted for 1.74% of GDP. Of this figure, 17% of the total defence budget was to be allocated to arms development, modernisation, procurement and maintenance.
