The unstable economic, and domestic and regional political landscape in Ukraine highlights the precarious nature of this insurance market, which in global terms is both embryonic and fragile. While many insurance companies highlight their ventures into emerging markets – such as those in Central and Eastern Europe, these ventures are generally on a small scale, and it is the view of some that Central and Eastern European insurance markets are not likely to experience substantial growth in the short to medium term (2007 Euerko Annual Report). The uncertain political and economic climate in Ukraine is highlighted by the difficulty experienced by the current government in its efforts to make significant progress with essential legislative, infrastructural, legal and tax reforms, and also by the recent international dispute with Russia over the supply of gas. The Ukrainian economy is likely to contract in 2009, and opportunities for investment will be limited.
While the country has the largest population of any country in Central and Eastern Europe after Russia (and, if one includes it in the region, Turkey), it is a population which is ageing and generally poor, and which displays a general lack of confidence in financial institutions. Life insurance is thus at an embryonic stage of development, and represented less than 5% of total premiums in 2007.
Large agricultural, metallurgical and nuclear energy industries suggest that there are plenty of non-life risks to be covered, although the high non-life penetration implies that any growth in premiums will depend on continuing steady growth in the economy. The two aspects of the Ukrainian insurance sector which compare favourably with other countries in Central and Eastern Europe are the potential for absolute growth in non-life premiums, and the general openness of the market to new entrants. It seems likely, however, that some foreign groups will eventually look to leave in order to pursue better opportunities elsewhere.
