Executive Summary

Market Overview

BMI expects the Philippines IT market to remain in positive growth territory over the next few years, with annual spending increasing from US$2.3bn in 2008 to around US$4bn in 2013. The Philippines has a lower PC penetration than many other Asian countries and offers correspondingly high potential for growth over the forecast period. With BPO demand still growing the Philippines market appears better placed than some others in the region to withstand the current global economic headwinds.

There were signs of slower consumer growth towards the end of the year however, and this is expected to continue in 2009 due to the economic uncertainty and a fall off in remittances. Enterprise spending is also likely to be affected by the credit crunch and lower demand in export markets. However, these negative factors are likely to be balanced by more robust demand from other market segments, especially the BPO industry, and government expenditure.

BMI sees the market easing further in 2009 from the strong growth rates seen in 2007. However, the overall IT market compound annual growth rate (CAGR) is projected to be 9% for the 2008-2013 period, reflecting the fundamentals of rising incomes and low PC penetration. One theme of the 2008-2013 period is likely to be geographical expansion, with large call centre companies expanding in search of cheaper labour, infrastructure and operational expenses.

Industry Developments

The global economic crisis was expected to boost outsourcing by some US companies as they looked to cut costs, with the government projecting 20%-25% BPO growth. A focus on risk-mitigation strategies could also work in favour of the Philippines. The Philippines Software Industry Association (PSIA) projected a 30% increase in software outsourcing revenues this year, albeit down from 42% in 2008.

One of the biggest challenges for the government and the industry is to continue to ensure a supply of HR with appropriate IT skills. The Department of Education has unveiled a plan to provide computers in an additional two hundred schools, split evenly between elementary and high schools. The programme will cover all sixteen regions of the Philippines and will provide computer lab packages including PC servers, ten workstations, and a wireless broadband router and printer.

One key part of the government’s agenda for ensuring continued growth of the BPO industry is to attract firms to new regions. In addition to Manila and Cebu, the government has identified 10 cities as forming the core for the next wave of IT_BPO expansion. The government has also outlined plans to develop five “Super Regions”, including the Central Luzon Cyber Corridor.
