Market Overview
Turkey is expected to continue its rise over the next few years as one of the key growth markets for IT vendors. BMI has downwardly revised its five-year forecast, due to the economic situation, but the size of the strategically located Turkish IT market is still expected to increase from around US$6.5bn in 2008 to US$13.6bn by 2013. This makes it one of the best growth opportunities in the region.
PC sales slowed in the middle of 2008, as the global credit crunch hit consumer spending, but the fundamentals of low computer penetration and rising incomes should keep the market on an upwards path. In recent years, PC sales have received new momentum as the focus of demand shifts towards the Anatolian region, and this is expected to continue as the rate of PC penetration rises.
The government has set itself a target of creating a US$9bn IT industry, and hopes to increase computer ownership to 51% and internet usage to 48%. While these targets may be ambitious, computer penetration rate should increase at least 60% by 2013 from a level of just 10% in 2008. Demand in the household sector is expected to slow in 2009, but government projects and EU funding will help to prevent stagnation.
Industry Developments
The Turkish government has an ambitious plan to build an ‘information society’ by 2010. A number of national projects were implemented in 2008, including broadband infrastructure within the Turkish military, the establishment of computer labs in schools, and extending internet connection to provinces and towns. Meanwhile, a survey of Turkish primary and secondary schools showed that in around 40% of schools computers are still not integrated into education.
In Q408 the government was continuing to promote its E-government programmes, despite the economic situation. In December, Turkish premier Erdogan spoke at the formal inauguration of the E-Gateway project in Ankara describing the project as a ‘revolution’. The government’s long-awaited portal, is central to the government’s target of using IT to create a citizen-centric government, but it is anticipated that the system will take about two years to be fully implemented.
Meanwhile other departments were continuing to launch tenders, including one for the supply of IT equipment for upgrading of the statistical system of the Ministry of Labour and Social Security. As with many other government IT projects, this one was being driven by a drive for compliance with EU standards, and the EU is providing 75% of the funding from its general budget.
