Feedstock supply constraints and higher operating costs are major obstacles to growth for Canadian petrochemicals producers, problems that will be compounded by the recession in the US market, according to BMI’s latest Canada Petrochemicals Report.
Canada has 6.05mn tonnes per annum (tpa) of olefins production capacity of which 4.95mn tpa is ethylene and 1.1mn tpa is propylene. Polyolefins capacity totals 4.3mn tpa, including 3.63mn tpa of PE, 475,000tpa of PVC and 195,000tpa of PTA. Canada also has benzene capacity of 1.06mn tpa of benzene and 100,000tpa of butadiene. Aromatics production capacity is 1.68mn tpa, including 350,000tpa of paraxylene, 662,000tpa of toluene and 665,000tpa of ethylbenzene.
Ethylene output was down 2.4% year-on-year (y-o-y) to 2.48mn tonnes, benzene output was down 7.7% y-o-y to just over 379,000 tonnes and propylene output was down 9.6% y-o-y to around 421,500 tonnes. Polyolefins output followed a similar trend, with LDPE/LLDPE down 4.7% y-o-y to just under 938,000 tonnes and HDPE down 5.3% y-o-y to just under 799,000 tonnes. In contrast, performance in the aromatics segment was very strong, with toluene output up 20.1% y-o-y to over 130,000 tonnes and xylene output up 11.8% y-o-y to around 173,500 tonnes. According to BMI estimates, xylene output was operating at close to capacity, but toluene production was at just 40% of capacity. Meanwhile, butadiene output plummeted, falling 27.6% y-o-y to around 93,300 tonnes.
The country’s leading petrochemicals producer, Nova Chemicals, continues to remain optimistic, despite the negative trends. It is investing in incremental increases in its PE capacities in Alberta, where it can take advantage of the availability of ethane feedstock. In January 2008, Nova announced that it planned to increase PE capacity of plants in Ontario by up to 113,000tpa at a cost of US$80mn. The expansion will be completed in 2010. BMI believes that the country’s cost advantage in ethane feedstock will be outweighed by the North American market is in recession, with margins set to shrink. BMI anticipates a sharp decline in prices as new capacity comes online, particularly with Chinese demand growth set to subside.
BMI believes the decline in chemical sales volumes will continue over 2009 and into 2010 as the industry’s chief markets – Canada and the US – experience dramatic declines in the face of recession. As such, investment in new capacity will be severely limited and BMI expects the closure of smaller plants. Already some producers have shuttered some plants. PP production ceased in 2008 at LyondellBasell’s plants in Varennes and Sarnia, while at the same time the company set up a new plant in Mexico with more advanced technology. The shift indicates that the Canadian petrochemicals sector is losing out to emerging markets. Apart from Nova’s planned PE expansions, BMI does not envisage any further increase in petrochemicals production and it is likely that capacity will contract, depending on the depth and length of the US recession.
Canada is in second place behind the US in BMI’s petrochemical business environment rankings for the Americas. With 81.0 points, Canada lies 8.5 points behind the US and 16.9 points ahead of Brazil. BMI expects the score to deteriorate over the forecast period, with Brazil’s drive towards increased capacity likely to see it catch up with Canada.
