Industry Overview

Singapore’s petrochemicals industry has grown rapidly due to the country’s strong base in petroleum refining, despite having no natural resources of its own. It is a leading Asian petrochemicals hub, possesses cost-effective logistics and provides market access to the Asia Pacific region, Africa, the Middle East and the US. The government is promoting petrochemicals to expand its industrial mix and integrate its existing base of oil refineries.

Industry Developments

Singapore plans to maintain its position as one of the world’s top ten leading petrochemical production hubs, the country’s Prime Minister, Lee Hsien Loong has said, and ensure it is able to supply growing demand from India and China.

China is targeting Singapore companies as possible investors in new petrochemical production facilities in the Guangzhou Free Trade Zone, in particular for projects to include olefins production to act as feedstock for plastic, fibre and resin production. Singapore has also said it is keen to encourage Saudi Arabian investment in petrochemical projects on Jurong Island.

Singapore Petroleum Company (SPC) and Indonesian state oil company Pertamina have signed a preliminary agreement to spend up to US$1bn over the next five years developing oil and gas fields. The deal, designed to boost co-operation between the two countries in exploration, also involves collaboration on development and production projects in Indonesia and overseas.

Singapore is expected to encourage foreign investment in its petrochemicals and downstream chemicals capacity, enabling it to compete effectively with other regional producers. The main trends are, therefore, addition of new plants and diversification of both basic petrochemicals products as well as more specialised and value-added products.
