Indonesia is one of the most promising long-term opportunities for pharmaceutical companies. However, numerous short-term challenges must be overcome, such as protectionist government and inequitable access to healthcare. The value of pharmaceuticals sold in 2008 reached US$2.79bn and BMI is forecasting a compound annual growth rate (CAGR) of 11.85% through 2013.
In February 2009 it was revealed that the Indonesian government would give IDR300bn (US$24.7mn) to local drugmakers who had been hard hit by the volatile prices of raw materials and intense pressure from rivals operating from low-cost bases. In return for the subsidy and an accelerated registration process, pharmaceutical companies must produce more affordable generic drugs. Health Minister Siti Fadilah Supari said, 'The programme will enable the national pharmaceutical industry to deal with the crisis.' This development was the first time a government had bailed out its pharmaceutical industry in the midst of the global financial downturn.
Highlighting its status as a leading Muslim nation, Indonesia announced in December 2008 that it would increase the value of medicine donations to Palestinians in Gaza from IDR2bn (US$167,000) to IDR10bn (US$835,000). The government said it would send domestically-manufactured medicines with a value of IDR300mn (US$25,000) and distribute IDR10bn to purchase more drugs in Egypt. This gesture is highly significant because Indonesia is struggling to provide its own citizens with affordable pharmaceuticals.
Despite being a highly religious country, ‘morning after’ pills are freely available in certain parts of Indonesia without a prescription. The Food and Drugs Monitoring and Counselling Team (TP2MO) were instructed in February 2009 to monitor the sales of the pills, which retail for IDR200,000 (US$16.73). However, given that TP2MO only carry out monitoring twice a year, an effective crackdown is unlikely in the short term.
Healthcare sector reform is underway, but challenges are numerous. In December 2008, it was revealed that some hospitals – both private and public – had been caught refusing treatment to patients on low incomes or those using the Public Health Assurance Programme (Jamkesmas). Those that restrict service will face ‘sanctions’. All hospital care in the Indonesia is free of charge for low-income families. However, patients must sign up for the public health insurance program in their locality.
