Lebanon’s pharmaceutical market was worth US$500mn in 2008, and is expected to grow to be worth US$517mn in 2009. It is further expected to reach US$605mn by 2013, representing a CAGR of 3.95%. Before the country's civil war, which ended in 1990, Lebanon had one of the strongest pharmaceutical industries in the region. However, neighbouring markets have built up their facilities to the extent that they have now overtaken the country’s own, and further conflicts in 2006 and 2007 have deepened this discrepancy.
In BMI’s updated Business Environment Ratings for Q209, Lebanon has fallen in the matrix ranking 17 key markets in the Middle East and Africa (MEA) region once more. It now occupies 14h position, compared to 13th at the beginning of the year. The low rank achieved by the country is a result of a poor regulatory and intellectual property regime, a small population size, political volatility and limited healthcare finances.
Foreign drug companies dominate the market in value terms, although none operate local manufacturing facilities, opting instead to import medicines via regional or local distribution offices. European and North American companies are marketplace leaders, although no single company holds a commanding share. The dominance of foreign firms can prove an advantage, as it provides local producers with easy access to technology through co-operation agreements. However, the unwillingness of foreign companies to invest in country as a result of existing risks limits market growth, despite Lebanon’s onetime position as of the most attractive countries for investment in the Middle East.
The Lebanese pharmaceutical market will remain almost entirely reliant on imports, accounting for more than 90% of spending, with more than 50 pharmaceutical importers active in the country. However, local Lebanese industrialists are taking advantage of generous government subsidies, low costs and accessible capital to expend abroad. Domestic production will remain limited, owing to high costs, uncertain quality and an unsettled political situation, despite the obvious potential for meeting the needs of a rapidly growing population.
It is estimated that up to 40% of the Lebanese population do not have any type of insurance coverage, which has also negatively impacted on patients’ access to medicines. However, in October 2008, the Lebanese Ministry of Public Health announced that it was to launch a project to make health insurance compulsory for all Lebanese citizens. This should result in a more efficient healthcare system and boost pharmaceutical expenditure.
