In the BMI Business Environment Ranking matrix for Q209, Malaysia returned to eight position (from tenth previously), out of the 15 key regional markets surveyed in the Asia Pacific region. Key attractions of the Malaysian pharmaceutical market are the government’s encouragement of the biotechnology sector and the forecast strong annual growth in the country’s pharmaceutical market, which is expected to develop at a compound annual growth rate (GAGR) of 11.85% in local currency terms. Consequently, from being worth around MYR3.29bn (US$0.97bn) in 2008, the consumer value of market is expected to increase to MYR5.75bn (US$1.89bn) in 2013. However, given that per capita pharmaceutical consumption is quite low, especially due to the high out-of-pocket payment levels, patented medicines are likely to grow at a slower pace than generics, despite regulatory improvements targeting the considerable counterfeit activity in the country. In the meantime, the Malaysian economy expanded by a mere 0.1% in Q408, increasing fears that an outright recession may be on the cards in 2009, which also threatens out-of-pocket payments for healthcare and pharmaceuticals.
Nevertheless, the demand for chronic and long-term treatments will continue to rise, given improved survival rates and the slowly ageing population. According to the February 2009 statement by the Health Minister, some 43% of all Malaysians aged 30 or above are at risk of hypertension, with estimates suggesting that some 4.8mn Malaysians are already affected by the condition. Around the same time, the Public Health Medicine Specialist Association of Malaysia began a year-long study into the financial burden of cervical cancer in the country, which is supported by the local subsidiary of the major UK-based drugmaker GlaxoSmithKline (GSK). The research will assess the current costs of human papilloma virus (HPV)-related cervical cancer, while also give costs of the national HPV vaccination programme, which would provide a considerable boost to HPV vaccine manufacturers.
In terms of company news, one of leading local drugmakers, YSP Southeast Asia Holding, maintained expectations of a robust financial trajectory, despite the global economic downturn. The company stated that its focus on prescription drugs, after-sales service and strong branding in the generics sector will ensure profit growth in 2009. Foreign companies are also predicting growth of the generics sector, with US-based generics specialist SOHM Inc. recently expanding its distribution to South East Asia, including Malaysia, Thailand.
Similarly, the research and development (R&D) sector in Malaysia has welcomed the news that Swiss pharmaceutical major Novartis plans to search the rich ecology of the Malaysian state of Sarawak for new medicines. Given the rewards on offer and the drop in productivity from synthetic drug discovery, other innovative pharmaceutical companies are likely to engage in similar activities. Malaysia’s destination for R&D investment is considerable, given its excellent infrastructure, a business-friendly government, and a welleducated, English-speaking population.
