In BMI’s Business Environment Rankings (BER) matrix for Q209, Singapore retained its respectable fourth position out of the 15 key countries in the region, behind only the three most developed pharmaceutical markets in the region, namely Japan, Australia and South Korea. Positives include a 100% urban market, ageing population and a predictable operating climate, although its growth potential is limited, due to the small population size. In macroeconomic terms, the country’s policy continuity, economic structure and almost complete lack of corruption are great bonuses, with the country featuring in 20th spot in the BMI’s global pharmaceutical BER matrix for the quarter. Nevertheless, the absolute value of the Singapore’s pharmaceutical market – at some SGD808mn (US$561mn) in 2008 – remains small in global terms. Through 2013, the market is expected to develop at a minor compound annual growth rate (CAGR) of just 2.08% in local currency terms, to reach SGD895mn (US$631mn).
However, the fact that the government is continuing to make considerable investments in healthcare services bode well for pharmaceutical companies and providers of modern diagnostics and similar services. In February 2009, local press reported that the government of Singapore announced a SGD20.5bn (US$14.25bn) public-sector development programme, of which SGD4bn (US$2.8bn) has been earmarked for the modernisation of older hospitals and clinics, as well as the construction of new healthcare institutions. An additional SGD500mn (US$347mn) will be spent on elderly care, while the Ministry of Health has been allocated a SGD200mn (US$139mn) budget for the creation of a new electronic records system. Additionally, local pharmaceutical manufacturing output continues to defy the wider economic trends. In November 2008, while total manufacturing output in Singapore fell 7.5% yearon- year (y-o-y), due to an economic slowdown that impacted exports, pharmaceutical output rose 17.5%. Overall, biomedical output grew 14.9%.
Research and development (R&D) news have also been encouraging. In March 2009, global healthcare company PerkinElmer inaugurated its second Centre of Excellence at the Singapore’s A*STAR Biopolis research complex, which will provide life sciences training facilities for the Pacific Rim region scientific community. Similarly, earlier in 2009, US drug major Abbott Laboratories announced the opening of a new pharmaceutical analytical research laboratory, which will also be based at Biopolis and which will be used for the studies in the fields of active pharmaceutical ingredients (APIs) and novel formulations.
However, on a wider economic front, the recently released industrial and trade data suggest that 2009 will be a very painful year for Singapore. With economic growth weakening in its major trading partners including the US, EU and China, and limited potential for domestic demand to grow, Singapore will inadvertently be affected by declining trade volume. Consequently, we now forecast a GDP contraction of 2.8% in 2009, which will have a negative impact on out-of-pocket expenditure on drugs and healthcare services in general.
