BMI’s Central America Telecommunications Report has several alterations this quarter including the introduction of two new data analysis sections to look into the fixed-line and broadband markets in more depth. In line with this greater coverage we have added fixed-line and broadband forecasts for all seven markets covered in the report. Our data include updates from national regulators as well as individual operators that are present in the Central American telecoms market.
Central America is a dynamic market seeing new operators’ launches and market liberalisation. While Costa Rica’s ICE remains the monopoly operator, the speed of liberalisation of the telecoms market means this will not be the case for much longer. At the end of February 2009 nine companies were understood to have registered their interest in providing alternative services to ICE in the fixed-line and broadband sectors. Major Latin American telecoms investors América Móvil and Telefónica were reported to have already registered their brands in Costa Rica. These two operators, alongside Digicel, are likely to be most interested in acquiring mobile contracts as Costa Rica remains the market with the lowest penetration rate in Central America and with a population that has the highest purchasing power in the region. Mobile licences are not expected to be auctioned before mid-2010 but there is already considerable interest in entering the market and BMI expects the market to see a real boost once competition is introduced. In the meantime ICE is stepping up its services and has granted contracts for a 3G platform and a prepaid platform that will stand it in good stead to counter the new entrants to the market.
Digicel expanded its footprint in Central America at the end of 2008 with a launch in Honduras followed swiftly by its launch in Panama. América Móvil was also expected to launch in December 2008 but was granted an extension by the regulator. It is not yet known how this will affect its growth, particularly as the mobile market almost touched 100% penetration at the end of 2008 and growth is forecast to slow.
Meanwhile broadband remains a real area of growth for the Central American market although penetration rates are by and large very low. BMI believes that Central America, like the rest of Latin America, could see a tendency towards mobile broadband as América Móvil’s Claro, Millicom International Cellular’s Tigo, and Telefónica’s Movistar all launched 3G services in 2008. The easier and more rapid deployment of mobile broadband infrastructure could make it a viable alternative to fixed broadband services which are reliant on the extent of the existing fixed-line network.
