Figures from Nigeria’s telecom regulator, the Nigeria Communications Commission (NCC), released in January 2009 effectively confirmed the very strong growth that BMI had predicted for 2008, and especially the final quarter of the year. The eventual results put the country’s mobile subscriber base at the end of 2008 at 62.982mn, which is approximately 0.15% higher than BMI had forecast for the end of the year. It was an especially strong final quarter, with net additions of 7.146mn, a big improvement on 5.825mn in Q308, and more than twice the 3.425mn seen in Q407. In fact, BMI believes that this was a record quarter for the Nigerian market. We will have to wait and see if it will be exceeded in 2009.
A lot of the glory belongs to the still dominant MTN, which had an exceptional quarter, taking 40% of all these record net additions. MTN seems to be going from strength to strength in Nigeria, despite the problems of network quality that continue to plague the operator. MTN has pledged US$1.5bn to improve its network capacity, which should improve matters. However, it also made a big investment on this in 2008, and the problems continued. It seems they simply cannot keep up with demand.
This being said, the regulator has been very vocal about the operator’s predilection for offering cut price calls in order to draw in subscribers, given that it tends to lead to over use of the networks at certain times of day. The NCC has threatened action if this practice is continued with the operators being ready with the necessary network capacity to cope with the upsurge in traffic. MTN is by no means alone in this, and others have been selected for special mention also. However, the practice of offering very attractive special rates appears to be quite effective at attracting new subscribers, who appear to be very fickle in spite of the lack of number portability.
BMI is increasing its focus on value added services, as these are becoming more important in many mobile markets. However, the operators have been relatively quiet in this front recently. Although they have made official plans, Zain has shown no actual sign of launching 3G services, and neither has Alheri Engineering, the recipient of the fourth 3G licence in 2007, and the only licencee that does not already have a GSM network.
On the regulatory front, as well as warning operators that they are being watched and must improve network capacity, the NCC is planning to auction more spectrum, at least some of which will be destined for mobile purposes, and likely an expansion of mobile broadband. Also, following suggestions earlier in 2008 that mobile number portability was being looked into, SIM registration, that plague of developing mobile markets, is also now being discussed. BMI believes it will be a long time before either is actually implemented.
