This quarterly update on Qatar’s telecoms market sees the introduction of several structural changes, including a reorganisation of the report’s various sections and the adoption of a new format for presenting operator profiles. The Mobile Data section of the report includes new coverage of the development of mobile value-added services in Qatar, as well as an overview of some of the sector’s recent contract wins. In this quarter, we have focused more attention on developing the mobile sections of our report, including the mobile operator profiles. In our next quarterly update, we plan to introduce considerable revisions to the fixed-line and broadband sections of our report.
We have been able to establish a more accurate and detailed assessment of the development of Qatar’s mobile market, thanks to the publication of new data by the country’s incumbent operator, Qatar Telecom (Q-Tel). Q-Tel’s new quarterly subscriber data dates back to Q307 and includes prepaid/postpaid customer divisions. Q-Tel has also started to publish separate figures for prepaid, postpaid and blended ARPU
At the end of 2008, Q-Tel reported 1.683mn mobile customers, which reflects 33.1% growth for the year. Despite the imminent launch of mobile competition from Vodafone Qatar, Q-Tel remains the country’s only mobile network operator. Q-Tel’s total mobile customer base at the end of 2008 gave Qatar a mobile penetration rate of 116.1%. Although cellular penetration has long stood at over 100% in Qatar, there is still demand for multiple SIM ownership as customers look to take advantage of different offers for business and residential services, in addition to demand from large numbers of foreign workers in the country. BMI’s newly revised mobile growth forecast for Qatar envisages an 18% increase in customer numbers throughout 2009. The higher growth rate for 2009 is based on our expectation of a stronger performance from Q-Tel, as well as the impact that Vodafone Qatar’s launch will have on the market. Despite having raised our growth expectations for the next five years, we continue to believe that the subscriber growth rate will decrease fairly sharply, dropping to just 4.7% in 2013. Growth will, in part, be buoyed by Qatar’s expanding population.
In March 2009, Qatar’s forthcoming second mobile network operator, Vodafone Qatar, announced that it had switched on its network, connecting its first 100 customers as part of a two-month trial. The network is expected to go commercially live in either July or August 2009. At the time of writing, Vodafone Qatar was also preparing to reveal a new date for its delayed IPO.
Qatar remains in fourth position in BMI’s latest set of Business Environment Rankings for the Middle East. Unlike the other countries surveyed in our ratings table, Qatar continues to have the same scores in all of the ratings categories.
