In this latest update on Switzerland’s telecoms market, BMI has updated and extended its forecasts for the development of the country’s fixed-line, internet, broadband and mobile sectors. Although the fixedline sector continues to decline, we expect strong broadband growth to continue, and anticipate that mobile subscriber growth will continue for the duration of our forecast period.
Swiss mobile subscriber has continued undeterred in recent quarters, a trend which partly reflects the country’s relatively low mobile penetration rate. The total subscriber base expanded by 4.3% in the first six months of 2007 (compared with 3.6% growth over the same period in 2006). By the end of June 2007, the total market had expanded to reach 7.706mn, which suggests that the penetration rate has finally crossed the 100% threshold. By the end of 2007, we estimate that the market had expanded to reach 7.979mn mobile subscribers, a figure which reflects a mobile penetration rate of 105.6%. Although the rate of subscriber growth is expected to decrease in each consecutive year of our forecast, we do not expect the declining growth rate to be severe. Continued growth will be seen across both the prepaid and postpaid segments, with mobile virtual network operator (MVNO) services in particular driving growth in the demand for prepaid services.
Despite strong competition in the mobile sector, Switzerland’s incumbent Swisscom dominates the market, with a 62% share of subscribers. Swisscom also dominates the fixed-line and broadband sectors, with 70% and 65% shares. Full local loop-unbundling finally came into force in April 2007; this resulted in the first unbundling agreements being signed in mid-2007. This development will be welcome news for alternative operators such as Sunrise (owned by TDC of Denmark), which has seen its fixed-line and ADSL subscriber base fall in recent quarters, and which has complained about the high price of Swisscom’s wholesale ADSL offer. Although broadband growth in Switzerland has continued to be strong, both Sunrise and cable operator Cablecom (owned by Liberty Global) have seen their share of the Swiss retail broadband market decrease in recent quarters, while Swisscom’s retail broadband service Bluewin continues to report gains. BMI estimates that the market had some 2.502mn subscribers at the end of 2007, equivalent to 33% of the population. Switzerland is predicted to retain its position as one of Europe’s broadband leaders; by 2012, we forecast a penetration rate of 58%.
In other developments, in September 2007, the Federal Office of Communications (OFCOM) launched a public consultation regarding the allocation of unused 3G spectrum in Switzerland. Following the completion of a consultation period, which ended in Q406, an invitation to tender is expected to be issued some time during 2008. With preparations now afoot for the release of additional UMTS spectrum, Switzerland’s existing 3G operators have accelerated their investments in existing 3G infrastructures; this is an encouraging development given the apparently slow take-up of 3G services and their limited impact on mobile service revenues and average revenue per user (ARPU) levels.
